Mayor Teri Johnston won't seek reelection - Weekly briefing - January 30, 2024

Fourteen years of service. Key West Mayor Teri Johnston decided to not seek re-election, after serving a total of 14 years as a city commissioner and then mayor. Her decision, along with term limits for three commissioners, now means a minimum of four new faces on the city commission later this year. 
Haskell seeks commission seat. Key West resident Monica Haskell filed to run for City Commissioner in Key West’s District I, currently held by term-limited Jimmy Weekley.

Marathon wants to 'borrow' ROGOs. During a contentious and well-attended workshop, Monroe County Administrator Roman Gastesi and County Attorney Bob Shillinger, outlined a deal that would 'loan' ROGO/BPAS allocations from Monroe County to Marathon. Several citizens rose to express opposition to Marathon's earlier request for up to 8,000 residential building permits, but some spoke in favor out of concern for 'takings'  liability. 
Florida Keys Day in Tallahassee. Continuing an annual ritual, Keys leaders descended on the state Capitol for the annual Florida Keys Day on January 25 to educate and lobby state officials on Keys' legislative priorities. 
Little Torch variance request postponed. The owners of Little Palm Island postponed their request for a parking variance from Monroe County for a redevelopment project of a Little Torch Key marina, putting the entire development project on hold. 

Grinnell garage deal authorized. The Key West Utility Board authorized Keys Energy Services to finalize and approve a lease for the City garage at Grinnell and Caroline. The 20-year lease that ends in 2044 includes a provision to extend. Beginning on Jan. 1, 2025, the City will make annual lease payments to KEYS of $225,000, with 2.5% annual increases thereafter. The Key West City Commission is expected to vote on the lease on Feb. 8.

Safer and cleaner ship christened. The American Glory, the second of American Cruise Lines’ new series of 100-passenger ships, was christened in Key West, Florida on January 21 by Mayor Johnston, among others. 

Duval revitalization redux. The City of Key West kicks off a series of public workshops for the Duval Street Revitalization and Resiliency project at a community open house on Wednesday, January 31 from 5-7 p.m. at the San Carlos Institute.

Marathon's hotel ordinance. As if the ROGO request wasn't enough, an ordinance that would expand redevelopment rights for hotel and motel units was once again tabled for future discussion. The proposal drew strong concerns from councilmen Kenny Matlock and Jeff Smith.

DeSantis backs down; quits the race. Florida Gov. Ron DeSantis announced Sunday that he is ending his 2024 presidential bid. Speculation is that he'll now be angling for the 2028 nomination. Needless to say, he endorsed Trump. 

Yeah, that'll fix it. Airbnb formed a new housing council to examine how to address the nationwide issue of housing affordability, focusing on increasing the supply and driving down prices. The group will explore how the vacation rental company can work with cities on short-term rental policies. The newly formed council will inform Airbnb on “affordability policy frameworks and research.”

Fraudulent vacation rentals targeted. Monroe County Tax Collector Sam Steele is used to being lied to; it comes with the territory. He's combining an information campaign to inform the lessors of their tax obligations, and software that compares online vacation rental listings with tax payments received. “Once you’re on my radar, there’s no getting around paying back taxes” said a member of Steele's staff.    

Profane t-shirts banned from public view. The Key West City commission passed a measure to require businesses to remove “obscene, vulgar, and sexually oriented materials” from storefront displays. The new rules allow businesses to display the offensive wares inside the store in an area not visible from the street or sidewalk.

Rainbow flag ban attempt. Flag displays that depict a “racial, sexual orientation and gender, or political ideology viewpoint” would be banned from any state or local government building, including public schools and universities, under the bill authored by Rep. David Borrero. Local officials voiced strong opposition.  

Tinker, tailor, soldier, dove. Mark Hedden's lovely prose connected common ground-doves with George Smiley (of the John le CarrĂ© spy novels), because everything about their persona, as a species, seems designed to make them underestimated and largely unnoticed.

New financial disclosure rules for candidates.  A Florida law that took effect on January 1 requires disclosure of candidates' finances, even in  local races. Among other financial information, new candidates must disclose their net worth, assets, debts, real estate, jewelry, and 401k plan when they file. Several officeholders on the mainland have resigned as a result. Incumbents have until July 1 to file. 

Vote by mail worries. Incumbent Monroe County Supervisor of Elections Joyce Griffin is concerned that voters aren’t aware that their vote by mail requests may have expired. Voters can review their status at keys-elections.org.  

No Park and Ride garage agreement yet.  The lease has expired,” said Key West City Attorney Rod Ramsingh. “We are currently holdover tenants. They (Keys Energy) are not discussing enforcing the lease or an eviction until at least Feb. 1.” 

Floodplain portal. The City of Key West and its software partner unveiled a new online portal to provide property owners with individualized floodplain and insurance zone information.  

Jimmy Buffett honors. A bill to honor the late musician and local favorite advanced out of committee in the Florida Legislature.

Former Trumper seeks Supervisor of Elections officeRepublican Sherri Hodies filed to run against Democratic candidate Ron Saunders, who has the endorsement of several prominent Republicans, including Monroe County Commissioner Craig Cates and Monroe County Sheriff Rick Ramsay.

Looking forward. While other news sources were providing retrospectives and top-ten lists, Key West Voices looked forward to 2024, and expects:
  • New faces at the City Commission. No fewer than three, and perhaps even more than four new faces will appear on the dais at Key West City Hall. Commissioners Lopez, Wardlow, and Weekley are leaving due to term limits, Mayor Johnston has not yet announced her intent to run for her third and final term, and the coconut telegraph is noisy with speculation about candidates already filed and yet to do so. 
  • Campaign issues. The newly-constituted City Commission will likely be pressured to revisit two key topics; re-opening the city berth at Mallory Square to larger cruise ships, and the looming expiration of 160 transient licenses in Truman Annex (some say the number is higher) in 2025. There will likely be plenty of posturing and lawyering. 
  • Building permits. The Florida Legislature and the Governor's cabinet department will decide how many new building permits will be granted in Monroe County for distribution by the County and its municipalities, in the wake of newly released and hotly contested results from the hurricane evacuation model. The Monroe Board of County Commissioners sought to delay the process. 
  • Traffic will get worse. 
  • TDC audit. The outside audit of the Tourism Development Council will result in no sanctions, few substantive changes, and continued non-stop promotion of the Keys as a tourist destination.
  • The 239 year American experiment with democracy may come to an end. 
A seat at the table. Key West attorney and developer Robert Spottswood was named to the Citizens Property Insurance Corp. board of governors and the selection could give the Keys a greater voice in shaping not only rates but policy.
  • Expressing his concern about the cost and continual increases in rate, Spottswood called the subject matter “voluminous and complicated.”
  • FIRM (Fair Insurance Rates in Monroe) welcomed having a Keys resident back on the Citizens board to give the island chain representation again.
No court consolidation. The Florida Supreme Court turned down the proposal to consolidate some judicial circuits across the state, including merging the 16th Circuit in Monroe County with the 11th Circuit in Miami-Dade County.
  • New battle. Monroe County State Attorney Dennis Ward warned of a new battle over the autonomy of state attorneys. A bill has been proposed that would give the Florida Attorney General power over individually elected state attorneys, similar to the power the U.S. Attorney General has over appointed U.S. attorneys in various federal circuits.
A rainy and chilly week. Linda Cunningham reflected on a quiet and cold week for locals, and offered visitors a concise list of recommended activities. "Locals are the ones with the hats, coats and gloves when visitors are in shorts and T-shirts...we’re freezing and complaining like it’s a Chicago winter."
  • Linda also updated three stories: Bahama lofts (the so-called 3.2), a tardy filing by Fantasy Fest planners, and ROGO/BPAS and the hurricane evacuation model.

Water and power
FDOT pants on fire? “FDOT is lying to try to cover their ass,” Monroe County Sheriff Rick Ramsay told Keys Weekly on Dec. 12 upon learning of FDOT's denial of his claim of warning them in advance of a deadly crash on Dec. 5, which was the lead story in last week's Key West Voices.  
BOCC seeks delay, perhaps referendum on new permits. The Monroe County Board of Commissioners met on Dec. 13 and passed a resolution asking the state to delay allocating any new building permits to local governments in the Florida Keys. Commissioner Craig Cates spoke in favor of putting the growth question to voters in a referendum in November.
  • The 30 year lease expires on Dec 31, and there is no new lease in place. Commissioners considered lease terms, the remote possibility that entry to the garage would be roped off on New Year's eve, or even demolition of the 27 year-old structure. 
  • Parking revenue is used to fund Key West transit services. 
  • Keys Energy Services operates under a franchise agreement granted by the City.
Lofts update. More than 50 people attended an informational update meeting Dec. 7 regarding the Lofts at Bahama Village residential development. AH Monroe is developing the affordable housing project. The Lofts at Bahama Village will be 126 townhome-style units of which, 98 will be used as workforce affordable housing by qualified renters. The 28 remaining units eligible for purchase by qualifying buyers are entangled in complicated affordable housing funding requirements arising from state legislation.

Ibis you so much. Mark Hedden shared his thoughts on ibises, and notes that no matter how pleasing the form of their bills, it isn’t about aesthetics, but rather a form that facilitates function

Jackpot. A Key West man won $1 million with a scratch-off lottery ticket purchased at the grocery at Margaret and Caroline. He elected to take his winnings in a lump sum of $640,000.
